The objectives of the Operation Plan are to develop sound debris flow disaster prevention and response system, strengthen relevant debris flow disaster recovery and reconstruction, and implement debris flow disaster prevention education, training and publicity to enhance debris flow disaster prevention, preparedness, and mitigate disaster losses. In addition, the Operation Plan also serves as the basis for Regional Disaster Prevention and Response Plans.
