The Chinese-American Joint Commission on Rural Reconstruction (JCRR) published in July 1953 the findings of a detailed survey of rural Taiwan, undertaken in late 1952 by a team headed by Dr. Arthur F. Raper of the Mutual Security Agency, which gave first-hand information about the work of JCRR in 16 representative rural districts and served as an evaluation of Sin9-American joint efforts towards rural reconstruction in Taiwan.
