The Chinese-American Joint Commission on Rural Reconstruction has been actively engaged in a forestry development program since 1951. In June 1951 it published Forestry Series No.1, entitled “Forest Conditions in Taiwan”, by Paul Zehngraff. The report brought up to date the prevailing situation and outlined a development program to be participated in by the JCRR. A Forestry Division was established under the Joint Commission in November of that year and a program started.
